The report in this collection deals with the "feeble-minded" individuals in Arkansas; the term "feebleminded" refers to a person who was viewed to have a weak mind, to be mentally slow, an IQ below a certain number in a technical sense, but was used more often for those who acted dumb without the benefit of a medical excuse.
