The undersigned
hereby certifies to your Excellency, that
at an election properly ordered and
held in Chicot County, Arkansas
on Tuesday the 6th day of November
A.D. 1860 for Lieut. Colonel and
Major of the 23rd Reg. Ark. Mil.
composed of the militia of said
county, Cyrus Hanks was elected
Lieut Colonel and George Martin
Major of said Regiment
