Description
This collection contains Swan C. Dowell's records of his participation in and management of Road Improvement Districts #5 and #8 in Lawrence County, Arkansas. The records include correspondence, tax information, land records, bonds, construction estimates, and contracts with construction companies.
Biographical/Historical Note
Swan C. Dowell owned and operated the Dowell Land Company in Walnut Ridge, Arkansas. Due to his involvement with the railroad companies in land development, he was aware of other efforts in the state to make improvements to the land. Dowell participated in the development of two roads in Lawrence County in partnership with the State Highway Department. At various times he served on the commissions, contracted with construction companies, and managed the financial records of Road Improvement Districts #5 and #8. Today these roads are parts of Highway 91 running from Walnut Ridge to Egypt and Highway 412/63 running from Walnut Ridge through Sedgwick to Jonesboro.
