GRAND JURY TO ACT
AGAINST DISLOYAL
Judge Trieber Directs Inves-
tigation of alleged Viola-
tions of New Laws.
Judge Jacob trieber of the United
States District Court, in his charge
to the Grand Jury, upon the conven-
ing of the court yesterday for the Oc-
tober term, called attention to the
acts of the recent Congress made nec-
essary by the war. He instructed the
jury to carefully investigate any
threats against the president, for
which there is a severe punishment.
This is the first time Congress has en-
acted such a law, although three pres-
idents have been assassinated, he said.
Heretofore the cases came within the
jurisdiction of the states in which the
crime was committed. Congress has
gone further and made it a crime for
anyone to make a threat against the
president.
Judge Trieber also called attention
to the provisions of the draft act,
which make it an indictable offense
for any person subject to draft to wil-
fully evade registration or for any
person to advise, aid or abet in the
violation of the act or to make false
c affidavit to secure the release of any-
one from the draft. Investigation of
cases where threatening letters have
been sent through the mails and the
use of the mails for fraudulent pur-
poses, were referred to in the charge;
also the laws prohibiting the importa-
tion of intoxicants into the state; the
ilicit manufacture of intoxicating
liquors; the law prohibiting the sale
of licuor to soldiers in uniform; op-
eration of disorderly resorts within
five miles of a military camp; em-
bezzlement of government funds and
forgery of post office orders; violation
of the Harrison drug act and counter-
feiting.
