This letter to Jefferson Davis from officers of the Thirteenth and Fifteenth Arkansas Regiments proposes strategy around Helena, Arkansas, on the Mississippi River.

Biographical/Historical Note

Colonel J.E. Josey and Major C.H. Carlton, Fifteenth Arkansas Regiment, and Lieutenant Colonel R.A. Duncan and R.H. Thompson, Thirteenth Arkansas Regiment, served together in Liddell's Brigade, Cleburne's Division, Confederate States Army. They combined with the Second and Fifth Arkansas Regiments after the Battle of Helena, Arkansas, during the Civil War.
