This collection contains that compiled history. It details the financial obligations of the state: highway bonds, toll bridge bonds, state pension bonds, Arkansas Agricultural, Mechanical & Normal College bonds, construction bonds, state revolving school bonds, University of Arkansas notes, Brough notes, state penitentiary bonds, and state general obligation bonds.
Biographical/Historical Note
General obligation bonds are used by states and local governments as a way to raise funds for public works and they are backed by the credit of the distributing municipality. This type of bond is used as a tool to raise resources for roads, bridges, parks, and etc. Roy V. Leonard was the Arkansas State Treasurer from 1931-1935 and he compiled a history of all the direct obligation bonds that the state of Arkansas accrued for 1931.
