This collection contains material collected by Joe David Rice relating to his work as director of the Arkansas Department of Parks and Tourism from 1987 to 2017.

Biographical/Historical Note

Joe David Rice was born February 18, 1952 in Paragould, Arkansas, (Greene County) and was raised primarily in Jonesboro, before moving to Little Rock, where he graduated from McClellan High School in 1970. He attended the University of Arkansas at Fayetteville (Washington County) for his undergraduate degree, and the University of Illinois for his Master’s in Environmental Planning. Rice returned to Arkansas to work for the West Central Arkansas Planning and Development District in Hot Springs, (Garland County) and in 1978 moved to Little Rock to work for the Arkansas Department of Local Services. Rice joined the State Parks Division of the Arkansas Department of Parks and Tourism in 1980. During this time, he worked on the Arkansas Wilderness Act of 1983 and the Cossatot River State Park/Natural Area, before moving on to the Tourism Division, where he became director in 1987 and remained until his retirement in 2017.
