This collection contains materials collected by Robert D. Ross, Executive Secretary for the 1979-1980 Arkansas Constitutional Convention. The collection includes correspondence and memorandums from delegates. It also contains the names of delegates, the counties they represented and the staff. Minutes of the convention are on microfiche and are not included in this collection.
Biographical/Historical Note
On Monday, December 11, 1978, the Arkansas Constitutional Convention of 1979-1980 opened. The purpose of the convention was to rewrite the Arkansas Constitution of 1874. Delegates were elected from their districts. Officers to the convention were elected from the delegates. Each officer represented a congressional district; Arkansas has four. Officers representing the four congressional districts were vice-presidents: P.K. Holmes, vice-president of the First District, Cal Ledbetter, Jr., vice-president of the Second District, Steve Smith, vice-president of the Third District, and Clint Huey, vice-president of the Fourth District, and Robert A. Leflar, President. Robert D. Ross was the Executive Secretary.
