This collection contains one document, the appointment of John E. Martineau, United States District Judge, Eastern District of Arkansas.
Biographical/Historical Note
John Ellis Martineau was governor of Arkansas from 1927-1928. He was born on December 2, 1873 in Clay County, Missouri and died of influenza on March 6, 1937. He graduated from the University of Arkansas, served as a school principal, and practiced law before winning election as Pulaski County's state representative in 1902 and 1904. In 1919, he signed a petition seeking to block the execution of twelve African Americans for their alleged participating in the Elaine Massacre, and although the Arkansas Supreme Court vacated the order, the United States Supreme Court upheld the decision. When the Mississippi Valley flooded in April 1927, he was elected president of the Tri-State Flood Commission and would also manage to end rioting following the lynching of John Carter on May 4, 1927, which gave him a good reputation.
