Description

This broadside was written by Isaac Jackson in defense of his record as a tax payer of Sevier County and accuses James Penney of altering the tax record during his time as county clerk.

Biographical/Historical Note

Isaac Newton Jackson and James Penney are said to have been two of the earliest settlers in Sevier County, Arkansas. James Penney was born in Ireland on May 23, 1809, and immigrated to Sevier County where he practiced law, was the county clerk from 1840-1844, and sheriff from 1850-1852. Isaac Jackson was born in Missouri about 1816 to Elliott and Sarah Jackson. He moved to Sevier County where he served as the deputy postmaster, was a lawyer, and sheriff. Penney published a circular alleging that Jackson, as the Sheriff of Sevier County, did not pay his taxes nor did he uphold his duties as Sheriff.
