This collection consists of one joint resolution of U.S. Congress for approval of Amendment to the U.S Constitution, dated March 2, 1861; one certificate of document for Constitutional Amendment, signed by William Seward, U.S. Secretary of State, dated March 13, 1861; one letter from President Abraham Lincoln to Arkansas Governor, dated March 16, 1861.

Biographical/Historical Note

William Seward (1801-1872) was U.S. Secretary of State from 1861-1869 and also served as governor of New York and a U.S. Senator. Abraham Lincoln (1809-1865) was a statesman and lawyer who served as the 16th president of the United States. Henry Massey Rector (1816-1899) was the sixth governor of Arkansas, serving from 1860-1862.
