This 46 page journal contains plans, tables, photographs, correspondence and the report on the investigation of the failure of the Arkansas levee in Section 2 Township, Clay County, Arkansas.
Biographical/Historical Note
Wirt Reed Heagler Sr. was born in Ohio, and married Lillian in 1919. They had three children, Araminta, Wirt Reed, Jr., and Robert M. Heagler. Heagler was a civil engineer and maintained offices in the Bertig Building in Paragould AR and also in Potosi, MO. W.R. Heagler and Sons merged with Hiram Phillips Engineers ca. 1922 to create the Hiram Philipps Engineering Company. Heagler's sons were also engineers. He oversaw construction of Crowley's Ridge State Park and was its first superintendent.
