This letter written by John Holland to C.C. Ayers discusses the practice of working prisoners on roads.
Biographical/Historical Note
State prisons once functioned through a convict lease system begun in the 1800s. The practice allowed the state to contract out the labor of its convicts with individuals and businesses and was how the state paid for its prisons. The system was flawed from the beginning, and the convicts were frequently treated badly. Convict leasing finally ended in 1912 under Governor George Donaghey. As Sebastian County Judge, John H. Holland was responsible for maintaining county roads.
