Private
Head Qrs. Dist. of Arks
Camden Feby 5th 1864
Governor,
I cannot infer from your favour
of the 2nd Inst. that you received my
last letter, urgeing[sic] you to visit Head
quarters if you could have the time to
do so. General Holmes has promised to send
an authorized Agent toward the Arkansas
River to settle with and pay these people
who have been deprived and in many in-
stances robbed of their property, some of
which indeed was not needed for the
army, and so perhaps could not be properly
paid for. No doubt, too, much of the stolen
property, the taking of which, and the man-
ner in which it was taken being wholly[sic] un-.
-authorized, will never find its way into
our army or be of any use to the Govern-
-ment. All the accounts I hear from that
region indicate the importance of something
being done, to disabuse the minds of these peo-
-ple that our army has not been commissioned
to make war on them. If possible it would be
well for you to extend your trip to the point as
for as Monticello when Lauther (a good man
and a good officer) is in command. Genl Fagan
will be here for some days, and there are many
things that ought to be talked over and understood
connected with army operations and the [illegible] of
Camden. Very truly yours
Geo. C. Watkins
Gov. H. Flanagin
Washington Arks.
