Biographical/Historical Note
A proclamation was issued on May 19, 1870, by Governor Powell Clayton offering a 200 dollar reward for the arrest and conviction of Frank A. Moore, a Ku Klux Klan (KKK) member and participant in the Red River raid of 1868. Clayton was nominated as the republican gubernatorial nominee in the 1868 convention and became the ninth governor of Arkansas. Clayton confronted opposition, having garnered resistance from conservative political leaders as well as having the KKK label him a “Radical Republican”. Violence against Republicans led Governor Clayton to organize a state militia and used them to suppress the Klan. In fourteen counties across Arkansas, Clayton declared martial law in 1868 and successfully ended many Klan endeavors throughout the state at that time.
