James P. Clarke was born August 8, 1854 in Yazoo City, Mississippi. He moved to Arkansas in 1879 and began to practice law in Helena, Phillips County. From 1895-1897 he served as Governor of Arkansas. He later served in the United States Senate from 1903 until his death in 1916.
