Fragment of published message by Governor John Pope addresses emigration, roads and internal improvements, relations with native Americans, need to manage estates of dead for benefit of living, and review of criminal code. A Kentucky lawyer, Pope (1770-1845) was Arkansas territorial governor, 1829-1835.
