This is a pistol permit issued to H.S. Griggsby of Portia.
Biographical/Historical Note
In 1923, the Arkansas General Assembly passed Act 430 that required gun owners to register their weapons. County clerks were responsible for accepting permit applications. There was an annual $1 fee for registering a gun that went to the school district in which the owner lived. For a brief time until this law was replaced, it provided an additional source of revenue for public schools.
