Frredmen will proceed to Pine Bluff and Little
Rock Arkansas on special business and return
He will assist Capt Mallory and Maj Sargent
in adjusting Freedmen's accounts and make com-
plete statements of the same

In accordance with directions given me by special
orders No 13, Office Genl Supt Freedmen dated
Memphis Tenn Feby 22nd 1865 "to proceed to Little
Rock Ark and assist Maj Sargent in adjusting
Freedmen's accounts for his department" I submit the
following Financial Statement, showing all amounts
[Page 2] received and disbursed
I found his papers pertaining to property
Freedmen goods and Funds for which is accounta-
ble to the General Office in a very satisfactory condition
not only accounting for all funds and property en-
trusted to him for disbursement in his department
but exhibiting again from sources of legitmate rev-
enue to the Dept of $8476.72 as per vouchers and re-
ports inclosed[sic]

I certify that the above state and copies of
orders and reports of the inspection R.K. Johnson AA
GM are true
W.G. Sargent
Maj 63rd USC Inf and
Supt Freedment etc
I also certify that R.K. Johnson AAGM whose
certificate is afore mentioned, Examined my finan-
[Page 3] cial accounts and made it up for the year 1864
and closing the same February 31[sic] 1865
as an entire transaction and found that I had
properly accounted and disbursed the above amount
(8476.72) more than I had received in transfers
from Genl Fund and he then instructed me to
begin anew and make future papers from March
1st 1865 on blanks then furnished. Some of the papers
showing 1864 Transactions which really close last Feby
1865 are now missing from my office. one of the books
also is gone so that I cannot properly and exactly fur-
nish financial statement for Jany and Feby 1865 but
forward for the other four months as required.
The duplicate papers showing these two months
as well as all previous as R.K. Johnson AAGM
says were"submitted and forwarded to Col Jno Eaton Jr
and as he is now at Washington in the office of
Maj Genl O.O. Howard Comd. can make any
Statements needed and will do so very cheerfully
as the papers showing all financial statements
are either in his office or turned over to the proper
Bureau
