This collection contains correspondence, invoices, and inaugural platform diagrams pertaining to the 1987 and 1991 gubernatorial campaigns and inaugurations of William J. Clinton to the Governor of Arkansas.
Biographical/Historical Note
Manuel de Jesus Lozano, known as M. J. or “Sarge”, was born in San Antonio, Texas on February 15, 1920. In his junior year of high school, he joined the United States Air Force and served for over 30 years, both on active duty and in the reserves. During his assignment to Brooks Air Force Base, Texas in 1942, he met Agatha Louise Vestle and the couple married the following year. After his WWII service period, he moved his family to Little Rock, Arkansas. Lozano remained in the Air Force until 1963, deploying at various times to Greenland, Spain, Morocco and Peru, where he and the U.S. Embassy Air Attaché assisted the Peruvian Air Force with computerizing its inventory supply system. Following his military retirement with the rank of Senior Master Sergeant, from which he retained the nickname “Sarge,” he returned to Little Rock. He then began employment with the Arkansas State Revenue Department, serving as the as Director of the newly formed Data Processing Division. He used computer and clerical skills acquired in the military to determine the needs of staff, equipment, space, and funds for the Commissioner to present to the 1965 Arkansas legislative session. He designed the state’s system and all forms necessary for computer processing, as they applied to Income tax withholding, forms for individual income tax filing, forms for motor vehicle license, driver license, and sales tax filing. He retired from state government in 1986. For the remainder of his working years Lozano worked for William J. Clinton, serving on his staff for his two gubernatorial campaigns, two presidential campaigns, and their corresponding inaugural committees. Lozano fully retired in 1998 and remained in Little Rock until his passing on January 27, 2017, at the age of ninety-six.
