Biographical/Historical Note
This collection contains a copy of a resolution to amend the Constitution. It includes an article that states, "No amendment shall be made to the Constitution which will authorize or give to Congress the power to abolish or interfere, within any State, with the domestic institutions thereof, including that of persons held to labor or service by the laws of said State." The collection also contains a copy of a statement from William Seward and a copy of a letter from Abraham Lincoln to the Governor of Arkansas.
