Biographical/Historical Note
Carl Edward Bailey (1894-1948) served as governor of Arkansas from 1937-1941. A lawyer by profession, he held a number of public offices, beginning with prosecuting attorney of the Sixth Judicial District of Arkansas. He was elected as Arkansas's attorney general in 1934 and in 1937 as governor of Arkansas. He ran for a third term in 1940 but was defeated by Homer M. Adkins.
