Biographical/Historical Note
During the Great Depression, the federal government began issuing relief funds through the Emergency Relief Administration to Arkansas. This organization had the authority to grant to states money to be used in the relief of destitution resulting from unemployment. This program included relief such as food, aid to needy farmers, the establishment of public libraries, adult education opportunities, nursery schools, and lunches to school children. Work relief was also provided through the leasing of farms and purchase of livestock and equipment, which provided the opportunity of work for families. A new program was created in July of 1935 called the Works Progress Administration (WPA). This program continued to provide relief programs across the state.
