This collection contains a commission signed by John S. Phelps, Military Governor of Arkansas and Militia Commander-in-Chief.

Biographical/Historical Note

John S. Phelps was appointed Union Military Governor of Arkansas in July 1862. As part of his duties during the Civil War, he appointed George W. Pool Second Lieutenant of Company C, First Battalion ,Arkansas Infantry Volunteers, September 6, 1862.
