Biographical/Historical Note
Arkansas was organized into a Territory in 1819, and became a state in 1836. Before the Louisiana Purchase in 1803, the area that is now Arkansas was governed and settled by both France and Spain. Sylvanus Phillips came to this area prior to the Louisiana Purchase, and gained title to land through the Spanish government. He settled in what is now Phillips County, and served in several public positions, including county clerk from 1820-1823. After Arkansas was organized into a territory, Phillips continued to acquire land. Phillips County was named in his honor, and the town of Helena, which was part of his original holdings, was named for his daughter. He died in Helena, October 31, 1830.
