Description

Joint resolution to amend the Constitution of the United States, adopted by Congress and approved March 2, 1861, with letters of authentication signed by Abraham Lincoln and Secretary of State William H. Seward. The resolution was approved by Congress and President James Buchanan, but was never sent to the states for ratification.

Washington, March 16, 1861.
Sir:
I transmit an authernticated copy of a Joint Resolution
to amend the Constitution of the United States, adopted by
Congress and approved on the 2d of March, 1861, by
James Buchanan, President.
i have the hnor to be,
Your Excellency's obedient servant,

To all whom these presents shall come, Greeting:
I Certify, That the paper hereunto annexed has
been compared with the original will, and
is a true copy of the "Joint Resolution to amend
the Constitution of the United States," - approved
March 2, 1861.
(illegible) testimony whereof, I, W.H. Seward
Secretary of State of the United States, have hereunto subscribed my name
and caused the seal of the Department of State to be affixed.
(illegible) at the City of Washington, this 13th
day of March A.D. 1861, and of the
Independence of the United States of America the 85th.
