March 10th/61
To His Excellency, Gov. Rector:
Sir,
This is to certify that at an Election
held at Osceola On March 3rd 1861
for the Election of Officers to Com-
mand a Volunteer Company
designated the "Osceola Stars,"
the following named officers were
elected. J.B. Murray Capt.
J.H. Edrington 1st Lieut.
H.R. Murray 2nd Lieut.
J.H. Rainey 3rd Lieut.
Which officers you will please Com-
mission at your earliest convenience
This Company numbers about
fifty men. There is also another volun
teer Company organized in the County,
and in the course of a week or ten days
I think I shall be able to complete
the organization of the Regiment.
[Page 2] It is only very recently that a Military
spirit has begun to manifest itself
amongst our people. I have
made two efforts heretofore to or-
ganize the Regiment in this County
but failed, from the fact that some
of the companies refused to hold
any election at all-and others
elected only partially.
Our Senator, Mr. Craighead, informs
me that the Militia Law of this State
was materially altered & amended at the
recent session of the Legislature. I
have not seen the law as altered and
amended-will copies be distributed
to officers?
Will the State be able to supply
the militia and volunteer Companies of
each County with Arms? If so, how
soon and upon what conditions?
We shall need about 320 stand of
arms for this county. The Volunteer
Companies already organized are very
anxious to obtain their Arms-can
they be supplied immediately? And upon
what terms? And what steps are
[Page 3] necessary to be taken by me, or by the
officers commanding the Companies
to procure the Arms?
Particular answers to these inqui
ries will very much obliges[sic]
Your obt. Servt.
